Find directories, blogs, forums, and sites to link - SEO

We have a academic proofreading company in the UK which proofreads work for students and professionals across all of Europe. We need someone to find us HIGH QUALITY links. These links can be: Blog - blogs that are relevant where we can build a relationship and guest post on, or provide comments that would be directly useful Forums - that are about our subject and where we could comment and build authority Relevant websites - that are related to education, students, etc. where we could potentially contact them to place a link to our site Journal websites - journal publication websites that have author submission guidelines that have links to proofreading companies Facebook pages, twitter accounts, google+ pages, etc. - of relevant people, companies, who we can target to create social links to our website. Relevant directories - that are related to our subject where we can post a link Article sites - that we can also do the same for Companies - that place students in the EU from other countries, that work with students by selling them services, such as accommodation, educational services, language services, etc. Examples of all of the above can be provided. All websites should ideally be European, or targeted towards Europeans. We would want to do this on a weekly basis so that links are added to an excel sheet for our internal team to review; our internal team will then contact these websites and will build the relationships and links OURSELVES. This is because we require the English to be perfect. We have two more websites, one in the US and one in Australia, so if this project is successful, we will be looking to do the same for those two sites in 3 month's time.
