Build some javascript that detects how far a user has scrolled

I'm looking for some JS which will:
Detect how far the user has scrolled down the page.
When the user stops scrolling (after a configurable amount of time in ms) when a scroll position is considered stable, it should fire the percentage scrolled to a URL endpoint using a function like:
function firepixel(scrollnum){
// Fire the pixel
var img = [login to view URL]("img");
[login to view URL]("src", btPixel(scrollamount));
[login to view URL]("style", "display:none");
[login to view URL](img);
}
This script will be sent to page from a 3rd party server, so will need to ensure it's looking at the total page
