Magento Store Modifications and Fixes

We currently have a functioning Magento store that needs some features added and some things fixed. Below is the list of changes we require: 1 (FIX): When you go to Ship order page, the option "Create shipping label" does not work 2 (FIX): When registering in the one checkout page, the state field is not editable. This needs to be fixed. Currently, we have enabled multiple address checkout only because that is the only option that works. If it's possible, I like to enable both options, so the customer can decide to checkout to one address or multiples. 3 (FIX): When you click invoice, ship or refund an order, and add a note to the order, the email goes out without the note being appended to the email, even when you choose"Notify customer by Email" 4 (New Feature): For certain items (this can be hard coded) We need a special shipping algorithm as follows: We currently have a fedex account which currently returns shipping estimate for all shipping options. For certain items, we will modify the fedex module to get the estimated delivery time. The items that need this feature are 5 items. Any item that has this option will automatically need the extra packaging charge. Here is what needs to happen: -If time 2 business days or less, then offer Ground Shipping and 2nd Day Air as possible shipping options - If time is greater than 2 business days, only offer 2nd Day Air as the possible shipping option and display a note to the customer saying"Based on your location, perishable items can only be shipped via 2nd Day Air to ensure the freshness and quality of our product". - In all cases, for the products mentioned above add a packaging fee to the quoted shipping price for $5. If multiple quantities purchased, multiply packaging fee by quantity. The shipping price shall automatically include this fee instead of displaying a separate handling charge."
