Build an MS Access employee skills tracker

I am interested in a tool that can do the following. Although it seems that an Access database would be best suited for these needs, I am open to consider other solutions (i.e., Excel): a) Fields to enter approximately 100-200 employees names, roles, locations, hire date, list of customers they are working with, 1st line managers, 2nd line managers as well as the ability to add custom fields later as needed) b) Add the training(s) that each employee has taken as well as the skills they have (or will gain). I anticipate 100-200 skills/competencies. Examples of skills/competencies may include Java, Python, Access, Splunk, PMP, Lean Six Sigma, Linux, Salt, etc. c) Add a quantitative assessment for each competency for both the employee and their manager on a scale of 1-5 (example: Employee X Java: Manager assessment - 4 // Java: Self-assessment - 4) This would help me identify which trainings multiple people may need d) Ideally I would like to be able to integrate qualitative (text) and quantitative (1-100 assessment) information from their managers as well (from their monthly meetings together). Examples of this would be the employee's strengths as well as areas for improvement that the employee can focus on as part of their professional development. e) A dashboard that displays percentages of the listed skills/competencies as well as the manager's assessment. It would be great if these would display as a trend as well as a percentage of skills they are proficient in (3 or higher on the 1-5 scale) d) Have a field for additional free text notes for each employee Again, I welcome suggestions regarding the best tool to accomplish this.
