We receive hundreds of questions. Those questions need to be assigned to answering group. Once an answer is released, it gets assigned to reviewers group to either update/concur the answer or return the question to answering group with comments. If reviewers group update/concurs the answer, it will be assigned to a final approver. Otherwise, if the reviewers' group rejects the answer, the question gets assigned to the answering group with comments. The final approver can also update/approve the answer, or reject the answer with comments to the answering group. In all cases, only the group got assigned to that question/answer can update the answer/approve it/reject it, other groups can have view only to that question. This should be done in a distributed environment with different views and authorizations using MS Access 2013 database.
