iPhone/Android GPS Aplication

Hi, I want to develop and application for my phone. The idea is to have a Android/iPhone application that can be able to listen a SMS message to activate/deactivate the GPS location service. Once activated the GPS must send its location at the interval specify by the SMS message to a remote server using POST http. Application must show on running application all the GPS information. Please don't bid above $250, that's my maximum budget. Please no companies or programmers from India, they are not serious. I prefer individual programmers, I always have small projects, so I prefer to create a long term relationship. Please bid if you have the time and are willing to deliver the project. Thanks,
