Write an iPad application

I need an iPad app that works as follows 1. Ability to select and save my desired colors by inputting a Hex Code, RGB or CMYK of the particular color 2. Ability to draw on the iPad screen using a particular saved color 3. Optional automatic switching between colors( Let's assume we have Red, green and Blue as saved colors, set timer b/w red and green to 30 seconds and timer b/w green and blue to 20 seconds. When i start drawing with red pen, after 30 seconds the pen color will automatically change to green, likewise for Blue.) Need a low cost developer for this project
