Proof of concept for app- Based on Live Video - API - FB Messenger, Duo etc - No Design - Functional Only

Hi We need an Expert IOS developer and An Android expert who is familar with Facebook Messenger/Face Time, GoogleDuo app or other [login to view URL], WhatsApp, Viber, and LINE We want to develop a proof of concent/Demo that later will be an app based on the above and control video. This not for a desktop app..but proof of concept for a mobile app. between 2 individual where the calls between the callers are controled by our/your server meaning you do not need to know the other person # in order to see him as long as he agree to see and talk to each other. we also control some features(basic) and TIME the can talk via live video. Ideally you can recommend solutions ..look at other APIS- we are open to what easy to implement and provide good quality video for IOS and Android users Auth can be with username and pass like in Skype, but no user knows phone # of other user they can talk to. We do not want the 2 users you will test know each other phone # ! We want a simple proof of concept that we can see you can do it and it will work- that can produce top Video between 2 people where we control time and issuance of username and password and both users can use IOS or Android. So after approval button the click - the call connected between both- so they can talk and see each other on video. No chat Just live talk with Video and timed discussion we can control from admin We can set time lets say 1 MIn and can shut down if we choose. Let us know if you can do and suggestions how you would approach this We do not care of design as longs as its work and performance is solid. So what we need built: Login IOS, Login Android users Both select username and password When we allow with button to connect the 2 users - admin site( they see notification the user Icon to talk to) if they both click a button - both be able to talk for lets say via the live video( no chat) for 2 minute with as good quality as FB messenger, Facetime and Due IOS -> IOS IOS -> Anroid user Android - -IOS Android - Android We need to make sure all there type of users works - You need to create some interface, Simple DB and show us..it works:) - Proof of concept We can shut down the connection from admin if we choose to We do not care about design. We are open how you write and implement that We like maybe to see in web before you actually write a full fledge app This is just proof of concept and show us it works.. Can be the simple app you can write just to show us ..it works So small budget please ! for just to see if you can do it ..or show us a detail plan how you would do it But we do not need a sample proof you can do it Thanks!
