Create a job portal

Hello Freelancers, I am looking for an individual developer. Who have very wast knowledge of following: CakePHP, AngularJS and Twilio API. The application will be a Job Portal. By the name itself you must get a glimpse of what task and screens will be essential for this project. More details will be provided individually to the appropriate freelancers.
