java program - file access with links

Need a java app downloaded from a web page. On the surface it presents files to users, also has links and advertising information for selected files. I want some bandwidth saving feature that uses something like [login to view URL] so that files can be cached among others that have downloaded the files already. More details coming soon, please bid for for bidders that know java well. I'm concerned that not everyone has java, especitally IE users. So anyone who can make running Java on IE browsers easier is great. Meaning like autodetect if java isn't there and point them in a place to download it or autodownload the java plugin for IE. Any ideas like this are great. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased.
