Make a wordpress plugin responsive layout, mobile capable

I want to get a current wordpress plugin to be mobile compatible. This plugin is somewhat intricate, but not complicated. The only thing is that the output or the front end form is not mobile. By form, I mean how the layout suppose to look in a mobile device. The flow of the form needs to be responsive and fluid. To provide some information this plugin shows charts (I'll explain in more detail to the awarded person). What I'm looking for is for a developer who has worked for mobile settings, for plugins (not wp theme). It wont be simple involvment, though I believe it involves css and perhaps this type of css can be implemented as shown here [login to view URL] I will award the project to whomever can do it with css alone once I provide the link to the wordpress plugin so you can study it and implement the mobile function that i'm after.
