add features to javascript website; Arabic knowledge of advantage

Dear freelancer, I have a website [login to view URL] and want to add a few features as an intermediary step to link all words of the Arabic text to a dictionary entry. You don't need to know Arabic, but need to know how to deal with Arabic letters (UTF). Please only apply if your past work shows some experience with JS, PHP and MySQL. The ultimate goal is to link every Arabic word in the text to a dictionary entry. To test this, I first want to do this only with the first verse (1:1). It looks like this: بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ And from right to left it consists of the following words (they can look a bit different when they are separated): Word: بِ Link to the following entry: ب Word: سْمِ Link to the following entry: اسم Word: اللَّهِ Link to the following entry: الله Word: ال Link to the following entry: ال Word: رَّحْمَٰنِ Link to the following entry: رحمن Word: ال Link to the following entry: ال Word: رَّحْمَٰنِ Link to the following entry: رحيم When you hover with the mouse over a word, it should change its color: بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ When you click on it, the dictionary pop-up opens. Note: This should be done in such a way that the verse is not displayed differently because of splitting up the html. In addition: a) the entire Arabic text of the Quran should be stripped of all vowel marks and saved in a separate database column b) all Arabic words in the dictionary should be stripped of all vowel marks and saved in a separate database column c) there are some minor edits required on the website (see attached powerpoint slides).
