SIMPLE PHP download for users script HTML Provided

HI I need a download script.. Details are listed below. This is a simple Script. All I need is a basic running model With an admin area. I am thinking about making 2 lvs of membership FREE and Paid. Where if you have a FREE account you will be limited to 50KBS D/L Server Info....
