Database Driven PHP Script for Cargo company

we are newly setup cargo/logistics firm, need an on-line agent login facility, where every agent will be given individual login and password, a form to be filled to generate quotes all the rates and formulas will be provided, agent should be able to print out the receipts for their customer while an email will come to admin as request made, every submission should generate a reference number, agent must be able to print out a receipt for their customers along with their logo and contact info. Agent must be able to add their mark-up/commission in advance once or every time. - agent must be able print in pdf and able to email the same to their customers using their email address from the portal by press provided button. -agent can make enquiry of any kind by submitting a pre design form to admin. 4- upon submitting their order to admin ,admin must get output in a specified layout which i will provide you .I don't know what skills required or what sort of script it requires i was told it requires database driven php script that’s why i mention it above. Please if you could make it in any other stable way please let me know.
