Simple Content Management Website

I need a very simple CMS website setup. If possible to be done with Google Sites then great, if not I need the site to be compatible with my PHP hosting account at GoDaddy. 1. Very basic design theme (i have a Google Site that this site should look similar to/resemble) 2. The initial role of this site will be used to hold some contact information for individuals. 3. I need the ability to import existing information (name, phone number, email address, etc...) from a spreadsheet to start. 4. I need users to be able to login and verify the information we have for them, and be able to allow them to edit certain fields (phone number, email address, etc...) 5. I need to be able to send mass email from the site to selected or all users. There should be a way to send out information to them so they can click on a link and setup their own password to the site. I also need to be able to type a custom email as needed and have it mass email all or selected users, 6. I need to be able to easily create new fields in the future, select formatting (text, number, single line, multiline, phone number, etc), and if it is user editable. 7. I need to be able to tag users as "need to verify info" and be able to see who has and has not updated their info (and send follow-up emails to those users). 8. Need to be able to export data in CSV format so I can print or manipulate as needed in Excel. Need site done in 48 hours
