Convert CSV files to PostgreSQL format

We need a freelancer to write software for us to convert to .csv files, one that is 1.1GB and one that is 12mb (this second file is attached) from .csv format to PostgreSQL format. This may be something that we need to do with other files so we would like a software program that we can execute on our local machine through a command line interface or a java program, either program MUST have clear instructions on how to use it. It should also be flexible so that it can convert other .csv files to PostgreSQL format. We would like this done by Thursday, October 27th but will provide a bonus if it can be completed today or tomorrow.
