Custom Scraper and Website DB

I need a scraper that can go to a specific website, scrape a specific set of data per page, and organize it to a database. As the scraped data is inserted into a database (organized by date or quantity), a website must be attached to it. It will need to allow a user to sign up and then the admin approves the account. Once the user is given access, they are given an admin defined quantity of scraped data on a daily basis. That data can NOT be repeated for each user, every user should receive unique scraped data. Data should be organized line by line. The administration panel should allow the admin to approve user accounts, control quantities of private keys, and control the number of pages/items scraped on a daily basis. This can be a simple setup. The scraper only needs to pull 1 column of data from a website which organizes its data by [login to view URL] format.
