Debug Wordpress and Fix Out of Date Cache

I need someone who has previous experience debugging and fixing cache issues. I use W3 Total cache and my homepage is showing old articles, although new content is posting every day. Visitors are having to manually refresh the page in order to view updated content. My media uploader is not showing my media library. The ajax spinner never stops spinning, and never brings up content. Also in relation to this problem is that featured images, and quick edits do not work. I have disabled all plugins, gone back to the original theme and still have this issue. So I need someone who can debug, rather than try simple wordpress steps in order to fix the issue. I prefer working with freelancers who are certified, so therefore those will get the bid.
