Build a mailchimp scrip in PHP for bulk actions

I'm looking for a developer which can build a PHP-script, that can do the following (order of actions): - script is installed on a online server with minimum php 5.5 and can be called via a linux cron job; - read an excell file (or if easier a tab delimited file) with a fixed column layout (mail address, mailgroup) from a configured location/url; - call the mailchimp (2.0) api and do the following per mail address (loop) - remove the mailadress from all groups in the attribute "mailgroup" (MailChimp supports that the mailaddress resides in multiple groups. The user should be removed from all groups in the "mailgroup" attribute). - write a logfile per line and summary (containing amount of mail addresses and amount of removed mailadresses per group value) - e-mail the summary to a list of configured mailadresses - rename the file to "<filename>.processed (the script must not load these files again when the cron job is running.
