Build me a (windows) application/software for my website.

Dear freelancer, I am searching for an experienced C++ developer who can build an application/software for my website. The goal is to provide my website's services through my software. My website provides a so called premium link generating service; a way to download with premium features from filehosting websites. You can try our service on [login to view URL] and see how it works yourself. It's actually a quite simple concept and easy to understand how it works. So basically I need two things from the freelancer: 1) Build me a " downloader tool". This tool will connect via an API to my website's database and will have to be able to provide exactly all the same services as on my website. The tool has to be written in C++ and be very fast, clean and secure. Abusement of my services through the tool must be prevented with extensive securities. This is a must. Also the tools' design must fit the design of my website. 2) Write a combined CPU+GPU cryptocurrency miner script of the cryptocurrency Zclassic (ZCL) or Zcash (ZEC) in C++, and integrate this into my downloader tool from (1). This miner script will be using the users' computer resources (cpu+gpu) to mine download tokens. These download tokens can be used by the users to download more files from our services (through the downloader tool). So combined you have an downloader tool with an integrated cpu+gpu miner of ZCL/ZEC. Online source codes for the ZCL/ZEC miner can be used as a startpoint. For me the endproduct is what matters. It must be working and of a good quality. My website's PHP developers have developed an API that you can connect the software and miner to my website. In the website's database the users' HWID will be recorded, and how long each HWID has mined. The longer each HWID has mined, the more download tokens he/she will have generated. With these download tokens users can download with premium features from my service. It's basically a free way of getting premium service.
