CSS Bootstrap & AngularJS News Discovery Engine

Need a developer that has great CSS & Bootstrap skills with some AngularJS or other JS skills that wants regular work (10hrs per week) for the next few months. We have a news & content discovery engine. Its crawling 10,000+ sites a few times an hour for new stories and then summarising them and presenting them in one feed. It has been designed to be highly scalable to 10,000s of users simultaneously using Firebase as the backend with a separate Crawler & Summarisation stack plus Elastisearch presented in a Angular JS/JQuery + Bootstrap client. The backend is working well, but its time for the UI to get some love. We require a great CSS/Bootstrap programmer that is familiar with AngularJS, we have a basic layout and UI concept but we need someone with both coding and design skills to implement.
