Resolve few mistakes of my Php Script and add a few new simple feature

I designed a php script, but the designer delivered the script incorrectly, some features do not work. First of all I want these mistakes to be resolved. I am looking for a developer who has full control of Php. When I have a problem, I need a software engineer who can identify and solve the problem source. The basic problem in the script is; When I want to publish a new article from the administration panel, it does not add, but I can edit the attachments. I can not delete previously published articles. I can see in the admin panel when I enter manual content from php. But the content I entered in the admin panel does not go to MySQL. If you add 10 articles on the site, only 5 articles are displayed on the main page. I have such problems and I am looking for an expert who will be able to solve the script and develop it later.
