Teach me proxy server / business requirements

Hello, I want to start a proxy selling business and need an EXPERIENCED person to help me understand set up requirements. I have a list of questions to ask to help me determine cost and management. This can be considered a one hour consulting project. This is what I believe is required, but need an experienced network, linux, whmcs expert to confirm. Server A: Dedicated server with 1000 IPs address need to be set up with clean Squid proxy server. Sever B: Shared hosting with WHMCS installed. Custom script that will make user authentication at squid server automatic after payment. The script will also need to terminate user accounts at squid server if they did not pay for the next month.
