Need a researcher to write a paper

I need few researchers to write a paper on the below topics. 1. Red Palm Weevil Research 2. Infectious Diseases Research In this topic, the researcher must use the idea related to computer technology (such as mobile devices, modules (GPS, GSM), Sensors, actuators, DAQ devices etc. ) I need to select multiple people to share their ideas with me and then i will select 2-3 people for each topic. The budget is somewhere between 500 - 1000 usd for one selected people. Prior to selection, the person must submit a research proposal of 1-2 paper to make the selection process easy. I will contact with everyone who bid on this project. It is suggestion for everyone to please make the 1-2 page research proposal ready as it is very difficult to discuss the idea in Private chat box.
