Word 2010 VBA: Show ''Alt Text'' Title of embeded graphic on mouse hover with balloon tooltip

I'm looking for a macro or Word Add-In that works in MS Word 2010 (bonus if it also works in 2003 and 2007), that simply catches hover events over inline, embedded graphics and if it finds alternative text title is set to some text, show that text in a bubble tooltip pointing to the graphic. There should be explicit logic that checks within the hover event handler, whether or not the Alternative Text Title associated with the embedded graphic is empty, and if so, exit without showing the bubble tool-tip. Also, if the graphic is not inline, no tooltip should show, regardless of the Alternate Text Title content. What I mean by "alternative text title" is the information you can get to this way in Word 2010: 1) Embed a picture, 2) "Format" tab, 3) "Artistic Effects" menu, 4) "Artistic Effects Options..." 5) "Alt Text", 6) "Title" field.
