Installer for windows .net app

Hello I have completed something similar in the past, I have few questions: 1) What is version target .NET framework? 2) Should installer detect necessary version of .NET Framework is installed or not? 3) If it should, than should installer download and install .NET Framework? 4) Is there involved databases?
