Hello I am George. I am very happy to see your post because i have implemented for your similar work for the dedicated clients. Why my client wanted me to develop is openvpn server's memory is limited when more than 300 clients are connecting to one server. I have customized the openvpn server a little so that the servers are running as master slave mode. Clients just know the ip of openvpn master IP and connects to that server. But internally openvpn servers are load balanced with the other slave server. I have developed this for almost 3 months for the dedicated clients with GUI. If you are interesting, contact me. I would like to know the idea that you have thought, but when I read your requirement, I think of a load balancer acting as a UDP proxy, with a single public ip, and several openvpn backends.
