Simple SNMPv3 Synchronous Manager in Java

I need a simple SNMPv3 synchronous manager created in Java. I believe that the Java Dynamic Management Kit contains the necessary API. [login to view URL] I am doing a conversion from SNMPv2. The only commands which need to be implemented are the "get" and "send trap". I need the configuration files as well as a way to test the application. I will be running this under Windows. I need this in one week. I will pay up to $200 for this.
