Tech Business Research needed - Cost-Benefit Analysis and Specs for Solution Architecture

An arts-tech startup, we are designing version 2.0 of our mobile app. I need a cost-benefit analysis on the 5-year cost difference of building the app on Python vs RoR. And also the prediction of the system architecture specs that will be required for either language as we scale, so I can budget out in advance. Thus this chosen candidate should understand the technical pros and cons of the two languages and environments, its differences in the supporting architecture and also know the cost that might be involved in using either language, according to current market prices. This should not be presented as a complicated analysis paper, but presented in in a clear chart/graphical visualisation or tables with simple write-ups, rational or explanation text if any. It should preferably be kept not more than 3 - 5 pages. THIS IS AN ANALYSIS PAPER, NOT A DEVELOPMENT PROJECT.
