That is flash cut out style animation, can very well do such style skilled 2d animator at your service, my tools is toonboom studio pro, and can export the animation in highest resolution 2000 x 2000 pixel in any video format needed. i assume it is a video explainer animation in that style 2d animated same as the attach file Pls. check profile and portoflio for sample and previous work done Best Regards Arthur
