PowerPoint color picker

I want to create a new button in PowerPoint that allows the user to “pick up” the RGB color from a selected pixel on the screen and show the RGB values on a popup window. Sound simple? Well just to clarify how this should work, here's what's required to pass acceptance of this project and help in your estimation: • Display a “Color picker” button on a new PowerPoint ribbon tab, with an icon that looks like an "eye dropper" • When the user clicks the Color picker button it shows a new popup window • The popup window should be Segoe UI black font and white colored background • As the user scrolls around the screen (i.e. doesn't have to click a button to start it) it shows the color of the current pixel in the popup window • The color picker must make it easy for the user to find the right pixel – maybe either by enlarging the screen around the cursor, or copy the screen region to the color picker popup window • As the user’s mouse moves across the screen, the currently selected pixel color is shown in a section of the popup window, along with the Red Green and Blue numeric values • When the user clicks on the pixel on the screen, the color is locked onto the window color picker and further updates to the magnified area as the mouse pointer moves does not occur, otherwise the popup window continues to update as the mouse is moved. if the user wants to start picking another pixel after it is initially locked, they can click a button to restart the pixel selection. • Clicking the OK button on the popup window will make the RGB values available to the calling code function • The code must be developed in a manageable way, and be properly commented and split into logical classes and functions • As the user moves the cursor around, the performance of the code must be sufficient that the color is updated regularly in the popup window, but not too slow as to create a delay or too fast that it creates other memory issues • Must import NetOffice wrapper libraries for standard .Net functions, not Microsoft .Net libraries • Be easily integrable into an existing COM Addin project • Code must be VB.NET and compatible for Office 2007, 10, and 13, and on 32 and 64 bit Office installations (which should work given using NetOffice). Only needs to support Windows, not Mac version of PPT. I'm sure there are already a few projects with this code out there – feel free to use/incorporate if you wish rather than reinvent the wheel. If you do use existing code, please indicate in your proposal and what needs to change to meet these conditions.
