Convert Java app to a webservice

I currently have a command line java app. It takes a url and some paramaters as input, and the output is a text file. Very straightforward. However, we are a company that uses .net for its development, and I am looking for someone who can take the existing Java app, and make it work as a webservice is a tomcat/jsp environment, running on Windows. Eventually we want just want to post the parameters using XML to this webservice, and have the tomcat server return the result. Exactly the same as is currently done using the webservice. ## Deliverables I have the java class file available as a Eclipse project. I need to have detailed instructions how to install the results on a Tomcat webserver, running on Windows. For serious bidders I will make the java code available for preview.
