So it would be like I will have a .wav file which will be used by the software and I will enter a list of phone numbers to whom this message will be sent. The software will communicate and send this recorded message one by one to each number using the external modem. The message will start playing as soon the person picks up the phone and the call should hang up once its done.

I just want to have a simple gsm-modem voicecaller made with Visual C++ or Visual Basic. I'm using Huawei usb-modem with voice cabability enabled. Dongle has it's own calling software but I would like to have my own with recording possibility. Voice converstation recording should be mp3 (with Lame or similar). I don't need any fancy UI.
