Working drawings for a tiny house

I am attaching a pdf with a tiny house on wheels. We would like to have this drawn up so we can apply for planning approval. Therefor we need someone who understands australian regulations. On the PDFand word document we requested some changes. 1. Steps to the bed. The last step seems very steep and bound to create falls. We want the steps to go all the way to the bed so its safe 2. Additional window where the window seat would be. We drew it triangular. It could be a rectangle if better. 3. The window facing outside. So the one where you have the view when sitting on the couch should be bigger meaning go down a bit further so we have more of a view when sitting on the couch. For now we need the drawings on wheels but for later we actually want them on stilts as we believe the council would want the house either on a concrete slap or on stilts. So please advise which is the better. You will be asked to answer the following questions when submitting a proposal: Please write in your own words. No copy/pasting tons of generic stuff. We dont read it anyhow. Please ask any questions you have so we know we are on the same page. How many revisions do you make? Do you have experience with australian councils? Do you have experience with septic tanks and obviously the electrical and plumbing side of the plans? Do you have a structural engineer you work with?
