Email marketing / Bulk email blast

Need to send 100,000 CAN-SPAM compliant emails. Must be honest and have a rotating ip address server. You have to show that emails got to the Inbox and not spam.... emails that appear in the inbox need to be nearly 100%. I will need access to the reports. Payment will not be paid until All emails are sent and all reports are done. I will send 50% milestone after sending emails and then 50% after all reports are finished and we are both happy. I need this done ASAP... please provide me with specifics on how you can handle the project and your timeline. Would need the Unsubscribe function included. Must have a portal where we will have access to all the statistics/ tracking of emails. Content will be provided to you. Need the most competitive pricing possible.... may lead to regular work.
