scan as PDF and email to variable @ domain - 2

Need a program that will scan documents as a PDF and then email them. The email address we will send to is different each time and will consist of a 10 digit phone number appended to @ domain. We will be using this software to fax documents via our fax service. I envision starting the program and being presented with the screen the basically looks like a telephone keypad. We would enter the recipients fax number at which time the program would scan the documents convert to PDF and email to phonenumber @ domain. Hopefully we can bypass the twain dialog box as well. I will need an administrative section to enter our email configuration, fax service domain, and a static subject line. We will be running the software on a Windows 8 computer with a twain compatible scanner.
