Create a GUI that accepts csv stock market data and allows for statistical analysis

I want a GUI that allows me to load csv OHLC volume data. I would like to have the ability to isolate cycles within the data manually. The average period of the cycles are 5 days, 10 days, 20 days. 40 days, 10 weeks, 20 week, 40 week, 18 months, 54 months, 9 year, 18 year, 54 year, 162 year, 324 year. As visible the small cycles create larger cycles which themselves form larger cycles. The cycles are measured from trough to trough, after their isolation I would like the computer to automatically look back in history to a similar cycle in the past (eg. we are in the second 18 month cycle of the second 54 month cycle of the first 9 year cycle hence we would find the same cycle in the past) and adjust the length of the historical cycle to yield the highest correlation with what has occurred of the cycle we are trying to forecast. I would like to have a lead/lag window in case the cycles have not been isolated accurately. When I say alter the length I mean increase or decrease the time series evenly in order to obtain the highest correlation with what has already occurred in the cycle we are attempting to forecast
