2000 hits a day, Oregon Traffic, Not SEO

I am looking to get an oregon based auto tradings site up to 2000 hits a day. Currently it is at about 300 hits a day. I need all this traffic to be from oregon only. I am not interested in SEO, unless you think you can get general keywords like portland car within three weeks. Any smaller keywords don't have enough volume of search and I need this traffic built up within at the most a month's time. Let me know how you are going to get this traffic and show me any examples of successful past projects.
