Create an E-Prescribing web based software

I'm looking to create a web based software for physicians where they can submit prescriptions electronically. Also I want this web based software to be able to keep detail records of patients information, i.e. schedule, insurance information, etc. I want this program to allow doctors that prefer written prescriptions to scan their written prescriptions to the database so when pharmacist pull up the doctor's DEA# they can see if the patient's written prescription is valid by verifying the signature. This information is sensitive and would need bank level encryption. Eventually may want a mobile app that physicians can access but this is not immediately needed. I may decide that doctors can insert this information themselves and save it, instead of you inserting it in there. Take note how easy it is for Practice Fusion at the 7:00 mark in the video can insert this into their assessment. This project isn't for novice or beginners and may not be for one person but a company and may need to have a medical background.
