Nothing difficult, with the appropriate organization of the options, criteria and variable data. Excel provides all necessary tools for such cases, and VBA offers ways to add functionality or to implement customized solutions. I imagine this program with a user friendly dialog for the input and the options (text fields, check boxes, drop-down lists), the code which will do the calculations and makes the decisions and the results in a nice form, ready to be saved as a PDF file and sent to the customer.
A few words about me: I'm developing VBA programs for more than 15 years and I'm a trainer for Excel and VBA for 12+ years. As you can guess, I have created a plethora of VBA programs and Excel sheets of almost any kind and difficulty level, for both training purposes and business.
