Geolocation-Cell triangulation in United States

I am looking for software that will allow me to ping a cell phone using only the cell phone number so as to determine the cell phone user's location and it will allow me to read the location on a map like Google Maps. This should work inside the USA with all of the major U.S. carriers such as Verizon and AT&T wireless, T Mobilem, Sprint. I am looking for a turnkey experience and from someone who is experienced with cell phone pinging. It would be ideal if you can provide me with a working example of your work similar or exactly to what I am looking for prior to my provider selection. We will accept either a webpage or IOS. NO ANDROID This needs to work WITHOUT the cell phone user's permission as we are using this for law enforcement purposes. Please when you bid can you please explain to me your experience with what I am looking for and why you are feel you can deliver this project to me successfully? This works without the cell phone user downloading any software onto their phone.
