Illustrated 'under construction' page

Need a basic html index page (w3c compliant) with a single large cartoon-style image. The image is to be full colour, rendered, and depict the inside of a dimply lit warehouse with a single overhead light partly illuminating a 3d object which in turn is mostly obscured by a tarpaulin. There are tools laying around on the ground, and in the foreground two cartoon characters (your choice but influenced by the characters in the iPhone game 'Angry Birds'. One wearing a tshirt with our logo on, the other wearing overalls. One speech bubble for each, the text to be supplied to winning bidder. Only positive feedback bidders need apply, we'll need to see examples of your work, we will own all copyrights etc to image on completion and payment.
