WPF is a the newer .NET GUI framework and will proved a more modern look and feel. I would first layout the controls to match your screenshots. Then add any behind the scenes event handlers, and subroutines that you need including functionality for the progress bar. As a programmer for 6/7 years, I have a moderate level of understanding programming languages, but most notably, I started learning how to become a programmer with Visual Basic 6 (VB6), creating a 'fake' baseline template application with 3 tabs, to demonstrate a few ideas (given your description for this project). I would request a full software brief, about which 'fake' features you would wish for in the project (should you choose me to complete this contract). My method for completing this project (top-level), are that of initiating the creation of tabs for this project, before adding in the required functionality for demonstration purposes (as is your intention, such as combo-boxes, tick-boxes/check-boxes, radio-buttons, static-lists, dynamic-lists, progress indicators etc.).
