Manually build 100 Links to my client's Website

To build professional and relevant links to an “embedded industry” website (it's my client's website which has been in market for 10 years. The website has high quality content, lots of natural backlinks, and good page rank). I would like to test if someone here can improve the off page SEO by adding more high quality backlinks. Requirement : Manually build 10 links per day for 10 days, with potential to extend to a long term partnership arrangement. It's preferred to see some sample links in advance. Terms and Conditions: 100 manually created permanent backlinks on PR3 – PR5+ websites +50% of these 100 permanent links have to be placed at site’s main page PR3 - PR5+ Links must be permanent and indexed guaranteed: +100% backlinks must be DO FOLLOW Each backlink should be on different website. Link must be purely WHITE HAT- backlinks must be search engine friendly that is no redirects, cloaking and other tricky practices Page should not be excluded by robots.txt- No contextual ads sites, popups, intrusive advertising, etc. NO spamming- No software, No ping sites, No links within newsgroups, NO blogs comments spam or other types of spam. Links must be static HTML link, including the target keywords I provide in anchor text Content or topic of those 100 websites of must be relevant (electronics design, electronics manufacturer, electronics supplier, electronics service provider, electronics software, electronics product etc...)
