Javascript Expect. Mouse Move Browser Windows

When a user vists the site, they are automatically viewing the horizontal/vertical center of the browser window. There are no scroll bars visable. When a user moves the mouse in the left area, the browser window slowly scrolls left; as the enter the right side, the browser window slowly scrolls right and so forth with up and down. When they mouse is in the 'green div' the browser window will not move. To summarise - On load, viewing window will be positioned in the center. - Scrollbars will be removed - Mouse scrolling upon moving the mouse in different directions. - Will work in all major browsers. - You need to start straight away Questions?
