Auto vote - urgent

Urgently require a script/program which can generate many votes daily using unique IPs. This voting site disallows same IP and same day voting but allows usage of different browsers. There are some minor data entry to be entered and a CAPTCHA code to break/bypass. Preferably you had done similar project before and able to deliver within a day. We're currently many thousands votes behind and you must have confidence that this script/program can do what we need to catch up and eventually lead in the poll. I'm not particular about how it is being done (I'm not technical) but the end result / solution must meet our main objective. I can only tell you in layman's term what are the issues we're experiencing while voting. An expert programmer had attempted this project and we've already wasted 3 days because he couldn't find a solution to solve the problems. Budget is $350.
