Custom log-on authentication for android phone

Description: Develop a custom log-on interface and authentication method to replace the OEM log-on screen and authentication of an android phone. Requirements: 1- Use development environment of your choice, however it must be free and readily accessible by us. 2- Your code must run fully in a simulated android/environment. Again the simulated android environment must be free. 3- Your code must run fully in a real android phone, but with a way for us to reinstall the OEM log-on screen and authentication. 4- Your code must calls these two external functions, Input_ID and Authenticate_ID. For testing and development purpose you can implement a simple alpha-numeric based username and password authentication method for these two functions. You can use whatever language to develop your code. However the actual Input_ID and Authenticate_ID functions will be written by us using C (or C++). Your code must be able to compile or link with our C (or C++) code.
