Picture effect application for android

You need to provide an simple android application which offers lots of effect and some mechanism to add more effects. Example android application include Instagram, Pixlr Express etc. I don't need any added functionality like share or anything, just image effects. If you deliver this project, there is a future scope to build a full fledge application on it. The code should be written in java, not in phonegap or pulse like softwares, and without using any commercial licensed api or any ad supported libraries, unless you told me before project acceptance. In a nutshell I require: A simple android form where user choose and image and he can add different effects on it. He can save the image with effects in sdcard. No UI Design required. My budget is around $150. I know my budget is low, but this is just a demo application and there is a future scope for more development. Also I may extend my budget, a little if I got proper candidate.
