Re-create layered PSD from JPG

We have an image created by another designer that we need modified/re-created. However, they delivered a flat JPG instead of layered PSD (The Light of [login to view URL]). We need a designer to alter/re-create the image with the dark blue sky as follows: 1. Change the text at the top to read "The Vinyl Goods" 2. Add text near the bottom that reads "[login to view URL]" 3. Deliver a high res layered PSD (text on different layers than image) 4. Deliver a flattened JPG image (to be used on a poster, 11x11 inch size) 5. Deliver a flattened JPG image without any text (to be used a Facebook profile image) Attached is the JPG (The Light of [login to view URL]) and the original image (overlook [login to view URL]) that was the source (unmodified).
