The details are in the attachement. Please do not be initimidated by the bid. You need to get a general idea of the software, it's a fairly standard client/server app with a database backend. You don't need to know all the details up front but the general idea. Please include in your bid (if any):
1. itemized man hours/rate for
1. redo of the entire software without the new functionality
2. the integration with ftp site
3. integration of Microsoft Office Plugins
4. search and reporting functionality (should NOT be advanced)
5. automatic conversion to pdf
2. experience (if any) with creation of projects for project management
3. experience (if any) with making ISO9000 compliant software
4. technology suggestions (open to LAMP implementation, asp implementations, extensions to existing visual basic/access program)
5. Perceived difficulty/implementation/integration with microsoft office plugins and integration with ftp site
Note to the bidders: we perceive the cost can be fairly low when utilizing existing open source solutions
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) Code should be well commented with self commenting code.
5) User Interface Mock ups, Software Architecture, Fully commented code, Database migration code, installation instructions (i.e. if with open source solution), automatic backups (i.e. cron backups).
6) The development process should include the feedback of the burg translations. At each milestone there should be a functional bug free system for the users to use to provide feedback.

flexible to technologies considerations currently the system runs on windows 2000 as a visual basic/access program. We are open to linux, apache, php implementations as well.
